This is a common seagull as it appears on the Western coast of North America. They are a meat eating scavenger and live primarily in the inter tidal area along the coast. There are many species of gulls around the world, but this is the one that hangs around the coast from Washington state through California.
The orange spot near the end of the Beak is universal.
