Scoggins Valley presumably is named for Scoggins Creek, so named because Gustavus Scoggin was pioneer settler in the area. Scoggins Valley is home to the Stimson sawmill one of the larger mills now functioning in Northwest Oregon, and also is the site of Henry Hagg Lake which is actually not a lake at all but a pool behind a dam.
West Oregon Electric provides electric service from the dam west to the head of the valley.
